MANILA, Philippines – Monsoon rains lashed Metro Manila and provinces in Luzon, sending flood water rushing into streets and homes even in places not commonly affected by flooding.
Flood-prone areas instantly became waterparks, and citizens were forced to brave the streets on foot as vehicles were stalled by knee- to waist-deep water.
