Team Albay has set up a medical station, distributing drinking water and providing other assistance. It includes the World Food Organization and Red Cross, which are both trying to penetrate all areas.
Additional soldiers and policemen have been sent to restore law and order here, to check on looting and to enforce a curfew.
There were still very limited communications systems in place in most areas of Tacloban City and neighboring towns, with survivors busy salvaging whatever is left of their belongings. Many children were also seen wandering in the streets.
